Bug Fixes:

- Fixed an issue that caused encapsulated RoCE traffic to drop when IB padding was required.
- Fixed an issue that caused PortXmitWait HW counter to count when not expected due to an inaccuracy in the counter.
- Fixed an issue on dual-port devices, and only after Rx buffer modification, that caused the Rx buffer default values to be restored although not expected by the active Physical Function on the second port, when reset all Physical Functions over one port (through reboot / driver restart / FLR), while there were active Physical Functions over the second port, which made the Rx buffer changes.
- Fixed an issue that resulted in previous Shared Buffer modifications being overrun after performing Shared Buffer modifications such as SBPR, SBPM, SBCM, the PFCC (Flow Control).
